Partly Engraved Document Signed “Wm H. Taft” as President and “Robert Shaw Oliver” as Acting Secretary of War, 1p, 19 by 15 inches. Washington, D.C., December 19, 1910. Blue Seal of the Department of War affixed at lower left. Appointment of future World War I General James T. Dean as “Major of Infantry.” Robert Shaw Oliver (1847-1935) served as Assistant Secretary of War from 1902-1913. Patriotic vignettes of an eagle with wings spread at top center and flags, weapons, military accouterments, and a regiment horn and drum across the bottom. James T. Dean (1865-1939), West Point Class of 1887, served on frontier duty (1887-1888) and at Fort Snelling, Minnesota. In Puerto Rico and Cuba during the Spanish-American War (1898-1899), Dean was promoted to Captain in 1899, later serving in Alaska (1906- 1908). After his promotion to Major by the commission here offered, Dean served in Manila then on the West Coast. In World War I, promoted to Brigadier General, National Army, by President Woodrow Wilson in 1917, James T. Dean served in France, commanding the 156th Infantry Brigade, 78th Division, in St. Mihiel and in Argonne- Meuse Campaigns. Blue paper Seal of the War Department at lower left. Patriotic vignettes of an eagle with wings spread at top center and flags, weapons, military accouterments, and a regiment horn and drum across the bottom. Appointment of Gooding Packard (1890-1965), West Point Class of 1914, as “Additional Second Lieutenant in the Coast Artillery Corps.” Henry Breckinridge (1886-1960) was only 27 when he was appointed Wilson’s Assistant Secretary of War in 1913. When Secretary of War Lindley M. Garrison resigned in 1916 as a result of bitter disagreements with President Wilson over America’s national defense strategies, Breckinridge also resigned his position out of loyalty to Garrison. He later practiced law where his most famous client and friend was Colonel Charles A. Lindbergh. Breckinridge was involved in the futile ransom negotiations with the kidnapper of Col. The devil pours coin from a sack, promising prosperity to all who invest in John Law’s speculative Mississippi Land Company. Twenty-one satirical verses. Underneath the title, a well-executed woodcut depicts an artist’s conception of the Mississippi River Valley. There is a vertical fold, and a short repaired edge split, otherwise generally Very Fine. From a Dutch collection of broadsides entitled HET GROOTE TAFEREEL DER DWAASHEID (The Great Mirror of Folly). Like the South Seas Company, John Law’s Mississippi Company was a speculative land scheme that promised an investment in a virtual paradise, but delivered little or nothing for most investors.
