Connecticut Comptroller’s Office, 1789 and 1791, I/C Payment Certificate Pair. Hartford, Connecticut, 1789-91. Lot of 2 examples of 10 Shillings I/C payments of “Lawful Money out of any Funds appropriated for the Payment of interest on the liquidated Debt of the State of Connecticut.” Black text and simple black scroll work border, cut cancelled at center, Both are signed by Ralph Pomeroy as Comptroller and are in VF to XF condition. Ralph Pomeroy was a notable figure in the late 18th century, serving as the Comptroller of Connecticut in 1790. His career began with significant military service during the American Revolutionary War, where he held positions such as first lieutenant and Deputy Quartermaster General for Connecticut. Following the war, Pomeroy engaged in mercantile and manufacturing activities in Hartford. Despite his attempts to secure federal appointments, including requests to George Washington, he remained active in state roles, notably managing Connecticut’s finances as Comptroller, where he oversaw state debt payments and other fiscal responsibilities​. State of Massachusetts-Bay, 1777 Revolutionary War Loan Certificate. Massachusetts-Bay, July 12, 1777. Loan certificate for £35.17s issued to Elizabeth Edwards for the use and service of the State of Massachusetts-Bay, promising repayment with interest at six percent per annum, due March 1, 1781. Printed in black on laid paper with ornate floral border and Massachusetts state seal at upper left, showing an American Indian with bow and arrow encircled by the motto “Ense petit placidam sub libertate quietem” (“By the sword we seek peace, but peace only under liberty”). Bold manuscript entries fill in the recipient, amount, and date; signed at bottom by Treasurer Henry Gardner, with additional committee signatures including I. Scollay, Ezekiel Price, and P. Boyer. The reverse bears docketing notations regarding consolidation in December 1781, referencing Elizabeth Edwards again. This historic Revolutionary War fiscal document represents Massachusetts’ efforts to finance the war against Great Britain through public loans, directly connecting to the financing of the Revolution. Includes: Bank of Pennsylvania check No. 42, dated Philadelphia, August 9, 1796, payable to bearer in the amount of 600 dollars, payee name partially unreadable, signed with a name that appears to read Pratt Frintring but is not fully legible; Bank of the United States check No. 20, dated Philadelphia, May 20, 1797, payable to Mr. Boyd or bearer in the amount of 30 dollars, signed Thos. Hawthorn. Condition varies, with the Bank of the United States check showing heavier toning and edge loss at right. (2).
