897 Turnkey Commissary Receipt, M.P.C. Related, 1967 Vietnam Era Scrip Note.

Viet-Nam, 1966-67, 5 Cents, Series A, P-Unlisted,

Specimen Scrip Note, Face has Purple border and underprint with

vignette of Helmeted woman on left (Minerva) and denomination and

text on right, back is purple cycloid design. Red specimen overprint and

POC on bottom. Choice Uncirculated condition with 2 small staple

holes on the top left border. Viet Nam - MPC related issue from 1966-67.

Note states “Solely Redeemable by Turnkey Contract Employees and

Air Force Personnel at Turnkey Commissary Facilities for Face Amount.

Presentation by others will not be honored. Not Valid After August 30,

1967.” The Air Force, in February 1966, requested authority from the

Secretary of Defense to make a separate contract with a U.S. firm for

construction of an air base. Air Force officers detailed the scope of work

but did not identify the site at meetings with potential contractors. The

agreement they proposed to use was a “turnkey” contract whereby the

contractor assumed responsibility for shipping and logistic requirements

as well as for design and construction. On April 21st, after being directed

to reconsider the situation by the joint Chiefs, General Westmoreland

concluded that an additional airfield could be used. The preferred site

was at Hue, but because this site was unavailable he recommended

to Admiral Sharp that work start at Tuy Hoa. This scrip note was for

use by the Turnkey contractors at the Tuy Hoa air field in Vietnam.

Proof of $10 border in green with helmeted woman and undertint, no

text. Ink notations on margins. Choice Unc. Also includes photo proof

of $1 with extensive archival production department notations and a

proof of the text only mounted on tracing paper placed in the location

it will be on the note. Also includes additional information on vignettes,

dies and text to use as well as measurements. Unique in archives. ��� Est.
