United States Inspectors Issued Certificate, Certifying that the bearer “has given satisfactory evidence to the undersigned Local Inspectors of Steam Vessels for the District of New York that he is a skillful Master of steam vessels and can be trusted to perform such duties upon the waters of Any Coasting or Ocean Route” with specific locations included, such as New Orleans, Louisiana and Charleston, South Carolina. Black text with eagle at top center, embossed company seal at bottom right corner. Fine condition with toning throughout and archivally reinforced fold. Doniphan in Chihuahua about the status of the Mexican-American War. Folded. Fair condition, water stained, light mildew at bottom left. Photograph of John Frank Stevens, (an American engineer who built the Great Northern Railway and was chief engineer of the Panama Canal) sitting at a large desk with map of the world behind him. Photograph is stamped at bottom with “Office of European Agent. Isthmian Canal Commission”. The Isthmian Canal Commission (often known as the ICC) was an American administration commission set up to oversee the construction of the Panama Canal in the early years of American involvement. Established in 1904, it was given control of the Panama Canal Zone over which the United States exercised sovereignty. The commission reported directly to Secretary of War William Taft.
