Unissued Certificate of Attendance for the Louisiana Purchase Exposition, Black text, Detailed photo illustration of an ornate building behind water at top center. The Louisiana Purchase Exposition, informally known as the St. Louis World’s Fair, was an international exposition held in St. Louis, Missouri, United States, from April 30 to December 1, 1904. Local, state, and federal funds totaling $15 million were used to finance the event. More than 60 countries and 43 of the then-45 American states maintained exhibition spaces at the fair, which was attended by nearly 19.7 million people. Historians generally emphasize the prominence of themes of race and empire, and the fair’s long-lasting impact on intellectuals in the fields of history, art history, architecture and anthropology. Spinner Autograph Pair, Hand Written and printed Official Business Envelope as Treasurer of the U.S., ca. 1862 & 1863 Washington, D.C. 1860s. Pair of Francis E. Spinner autographs on envelopes, both at top right corners. One is an imprinted signature underneath Treasury Department header; the other is a real autograph underneath Official Business header. Both are in VF condition with Circular Washington hand cancellation stamps in black. Francis Elias Spinner ( January 21, 1802 – December 31, 1890) was a U. S. Representative from New York from 1855 to 1861. Two weeks after Spinner left Congress, President Abraham Lincoln appointed him Treasurer of the United States. He served through the Johnson and Grant administrations from March 16, 1861, until his resignation on July 1, 1875. During the Civil War, he hired women as clerks because they weren’t subject to military service. He paid them well and defended their employment against critics. He was the first government administrator to hire women, and he continued to do so after the Civil War.
