James A. Lucas was president of the Constitutional convention held in Tucson in 1860. Confederate Arizona (Arizona Territory) was claimed by the Confederate States of America. The territory was officially declared on August 1, 1861, following the Confederate victory at the Battle of Mesilla. Lucas would go on to become Secretary of the Territory.
