The Portland Soldiers and Sailors Monument is located in the center of Monument Square, on the former site of Portland’s 1825 city hall. It was dedicated on October 28, 1891 and honors “those brave men of Portland, soldiers of the United States army and sailors of the navy of the United States, who died in defense of the country in the late civil war”. Its creation was made possible by fundraising activities of the local Grand Army of the Republic lodge. Hartranft as Governor of Pennsylvania. John Frederick Hartranft (December 16, 1830 – October 17, 1889) was the United States military officer who read the death warrant to the individuals who were executed on July 7, 1865 for conspiring to assassinate American President Abraham Lincoln. Previously having achieved the rank of major general of the Union Army during the American Civil War, he had also been awarded the U.S. Medal of Honor for his actions in the First Battle of Bull Run.
