The pair includes signatures from early Connecticut figures such as Eleazer Wales and Oliver Wolcott Jr. Oliver Wolcott Jr. (1760-1833) was the second United States Secretary of the Treasury, a judge of the United States Circuit Court for the Second Circuit, and the 24th Governor of Connecticut.
