Black printing with light Yellow underprint, George Washington portrait at center, blue U.S. Treasury Department seal at lower right. Purple specimen overprint and 0000 S/Ns. VF-XF condition with small annotation in pencil at bottom right on back. In 1911, the U.S. Congress established the Postal Savings System, which offered an alternative to traditional bank savings and securities. This very rare specimen is possibly unique.
