Liberty standing with flag at lower left, Eagle in middle with Counters on left and right, Each of the “1000” Denomination counters has a small wedge cut out of it as well as the eagle vignette to prevent use and cancel the bond. Hatch & Co. Very rare U.S. Treasury Pair. Francis Elias Spinner (21 Jan 1802 - 31 Dec 1890) was an American politician from New York. He served as Treasurer of the United States from 1861 to 1875, and was the first administrator in the federal government to employ women for clerical jobs. (1 uncut sheet of 2 certificates). Certificate of Indebtedness from the 19th century were short-term debt instruments issued by the U.S. government, often used to manage cash flow and fund government expenditures, particularly during times of war or economic. It was issued under the authority of the Treasurer of the United States, Francis E. Spinner (served 1861–1875).
