Emergency note issued by the Bank of Small Industry and Commerce. Used during the period of forced circulation of paper currency (corso forzoso), in particular from 1866 to 1874. War with Austria loomed large in the early months of 1866, eventually breaking out in June, creating the need for funds to be raised. In the meantime, major public works such as roads and railways were also needed. In these conditions, the inconvertible paper currency regime was announced with many regions in the nation still unfamiliar with paper and showing preference for coinage, which became the object of speculation and hoarding. The shortage of small denomination coinage prompted local bankers, entrepreneurs, cooperatives and the like to issue their own locally accepted currency, such as this note.
